I placed several orders with Mouser a few weeks back, including a few 65c816 units.  They were $8 each (minimum quantity is one) and the shipping wasn't bad.  You may also want to look at the GALs.

I was contemplating one of the same programmers you mentioned.  Shipping from Hong Kong or China may take a while, but not a bad price.
