I have finally got my Wallstreet happily formatting and reading/writing to 800k ProDos floppies. Once I knew it was possible I reinstalled a new copy of Mac OS 9.1 and it recognised and formatted the floppy straight away. Not sure what happened the first but it all works fine now.
