No it doesn't - alais said that he/she set the startup slot to 7 (and
slot 7 to AppleTalk). This means he/she must have a ROM 1, as you would
have to set the startup slot to "AppleTalk" on a ROM 3 in order to boot
from the network.
(In addition, on a ROM 3 you must set slot 1 or 2 to AppleTalk; setting
slot 7 to AppleTalk is an optional extra step which wastes a slot and is
only required for compatibility with badly written 8-bit software which
expects the AppleTalk interface to be in slot 7.)
