According to the Programmer's Reference For System 6.0, that is a
reqNotAccepted Tool Locator error which "Nobody accepted the request".

I'm not sure what request it is talking about but I would say that you
don't have all of the Twilight components installed properly.  Perhaps
you are missing an init file or something.
