That's the Applesoft prompt. Neither the PCT nor GS/OS have
booted. What you need to do is examine which slots you put
the PCT and which slot you put your Focus drive in. If the boot
slot is set to Scan in the control panel, the Focus needs to be
in a higher slot than the PCT. If you do not want to move your
cards, you can set boot slot directly to the Slot in which your
Focus drive is installed.

You have the right disk. This is a Shrinkit compressed disk.
You simply run it to Shrinkit and extact it to a 3.5" drive with
an empty floppy. That floppy will then be your boot disk. On
the boot disk is ProDOS startup files and the software side
of the PC emulator. If you boot this disk in a IIGS floppy
drive (or boot the program from a hard disk if you copy the
entire disk to a folder on your hard drive), the software loads
the BIOS into the IIGS' system memory, runs the portware
which is an Apple II program that emulates PC ports using
Apple hardware, and interfaces with the hardware on the
card which initiallizes the card's V30 (80186) compatible
processor. Next, the emulator will boot an MS-DOS disk
image that is included ON the ProDOS disk. ;-) You
should then see the MS-DOS C:> prompt. Disk images on
this emulator are always C or D drives.

You get PC software into and out of disk images on the
PCT by using the transfer.exe program included in the
starter disk image.
