     If Howard says he got permission, he probably did.

     When you are given permission to download a product from wherever-- i.e.
no specific source site was specified by Beagle or even known of by Howard--
the clear implication is that the product may be offered for downloading
anywhere.

     On the other hand, reclassification is not a requirement for a product to
be available for downloading. The only actual requirements are ...

1- there is no reason to believe that availability for downloading
   would damage the product's value; and,
  
2- there is no reason to believe that the owner of the product would object.


     Howard's posting about BeagleWriteGS indicates Beagle's attitude. At the
very least, it indicates that Beagle is aware of what is going on in Apple II
Land. The basic requirements for making an item available for downloading
appear to be met; and, there is good reason to expect that, if Beagle objects,
Beagle will make the objection known.

     Yes; it is generally best to have clear, concrete answers. But; this is
not always possible and, as already noted, not really necessary.

     Even so, if you believe a public permission from Beagle for the items
mentioned will be easy to obtain, why not followup on Howard's efforts and
obtain the public permissions?
