Well, actually, that's what you are doing right now. Apple II Desktop _is_
a program launcher. When you open a SYS file with it, and after the SYS
file makes the quit call to ProDOS, you return to Apple II Desktop. What
makes software run under that GUI is when the software has the exact same
GUI as Apple II Desktop. Underneath Apple II Desktop is ProDOS, which is
the _real_ operating system.
There is another GUI for the Apple II called GEOS, but not much software
runs under that, either. GEOS also needs ProDOS to work.

For a IIe, the best thing to use is plain-vanilla ProDOS 8. You'll want to
get a program launcher if you expect to be able to find anything on the
hard drive. You can use Apple II Desktop, or GEOS, or BASIC.SYSTEM with my
ProDOS File Navigator program, or any other program launcher.
