I'll hazard a guess.  PC Exchange does not format ProDOS disks
with a boot block (much like old versions of AppleWorks).  This
means that you can't boot from such disks.

Find a ProDOS boot disk that works on the IIGS.  Stick the disk
into the Mac and delete all the files.  THEN copy your GS/OS
boot disk files to this disk.

This may work.
