I went back and re-read your original message. I expect this
piece of hardware was designed specifically for the software
package and school use only. With that amount of storage it
is quite feasible to store student records and/or any other type
of required information. As is commonly known, data storage
was always a problem in the early days of computing. This sort
of makes sense 'cause Apple Inc. was marketing the ][ as a
school oriented computer.

I remember years ago I had drawn out some basic plans for a
device very similar to this. Too bad it never became main stream.
It could have been a boon for the early Apples.
