Not possible at all.  There is only one disk controller chip, and it has
two select lines.  The IIc provides one drive select signal externally,
and the other one is used for the internal drive.

At best, you could hack together a second external drive select line
while disabling the internal drive (e.g. by disconnecting it).

Don't even think about trying to run a second external drive at the same
time as the internal one - it could damage the disk controller, and
would overload the power supply.
