I thought that TOOL.SETUP was for tool patches common to all ROM
versions, and the TSx was for tool patches were for a specific ROM
version.
Most of my information came from an InCider A+ magazine article when
they went through the various files in the System folder, but it's been
a long time now. I should try to find the article in my collection of
back issues. However, I've made boot disks for freeware and shareware
programs using that information. In my experience, the disk will boot up
fine on either a ROM 1 or a ROM 3 machine if TS1 (under System 4.0) is
omitted. The disk will not boot up on a ROM 3 if TS3 is omitted, but
will work on a ROM 1, and vice-versa. System 5.0.4 follows the same
line, but TS1 is not on the system disk.
I should note that when I was doing this, neither my friend nor I had a
hard drive, and both of us only had 1 800K disk drive and 1 5.25" disk
drive, so we did this to eliminate disk swapping whenever possible. We
also only had 1.25MB (or less for a time in my case) of RAM, which is
why we used the older versions at times. My friend has moved away, and
had gotten rid of his IIGS, and I have greatly improved mine since then
with additional hardware.
