Actually, I think that is stored in the Finder.Root file (along with a
list of items that have been dragged out onto the desktop).  The
Finder.Data files contain window and icon positions for their folder.

If Finder.Data files indicates which folders were open, the Finder would
have to search the entire directory hierarchy when a disk was mounted to
see which windows to open.  There is only one Finder.Root file, so it is
only necessary to read that file, along with the Finder.Data files for
any opened folders.

Your advice still applies, however.
