Because there are so many more buyers than sellers, eBay is extremely
sensitive to issues that could put off buyers.

It's likely that their "clampdown" was prompted by a fraudulent seller
who worked up a good feedback rating with little stuff, then started
a brief spree of taking people's money and not delivering.

As with any mass market, sometimes the innocent are punished in the
process of inhibiting the guilty.  ;-(
