It sounds like insufficient power isn't the cause of your lockups, but
insufficient TWGS cooling for the frequency you are running at.

Yeah, I'm not trying to break any speed barriers either. I know the card
can't do 16Mhz (I tried). Turns out at those speeds, the slow down logic
didn't... well.. slow down the machine fast enough for I/O. 3.5" floppy
I/O was interesting to say the least. I'll back it down to 10.5Mhz and
then 9Mhz. If its still an issue, I have the stock crystal to run it at
7Mhz.

I'm betting that will work.  ;-)
