   What's most likely happening here is that whatever Mac program is
doing the downloading is seeing the .SEA file extension and thinking
it's a Mac program. The filetypes are then all nicely messed up, so
copying it to the ProDOS disk sets the wrong filetype-- the Mac
executable format, not the GS. You'll need to change the filetype on
either the Mac or GS end to prove that you're smarter than the Mac's
OS.

   You don't mention precisely what version of the System Software
you're running on this GS, but if it's not GS/OS, (i.e. ProDOS 8 or
16) you're going to do more work on the Mac side since the Mac tends
to add a resource fork to files, something that GSs not running GS/OS
can not deal with easily at all. [Ignore the bigots who think that the
GS label on the case gives the ability to deal with resource forks;
they're dead wrong]

   If you look at the comp.sys.apple2 FAQ at
http://www.visi.com/~nathan/a2/faq/csa2.html section 5.9 "How do I
read/write Apple II files from a Mac?" the program ProTYPE is reported
to be useful (i.e. almost required for a lot of folks) in stripping
off resource forks and setting file types. It is available at
