You didn't look very hard. FTP to grind.isca.uiowa.edu, and change
directory to /apple2/caltech/utils. There is a file ecp16.shk there.
(This probably means it is also on cco.caltech.edu, in the utils
directory.) There is another ecp16 file in the same directory. See
also the caltech/source directory for source code.
ECP-16 requires a IIgs (you can NOT run "EXE" files on an 8-bit machine).
Note that ECP-16 will let you run _some_ IIgs shell programs. Some
programs will check that they are running under the APW, ORCA or GNO
shells, and will refuse to run if not.
Many programs rely on calls provided by these shells which may not be
provided by ECP-16. If so, they won't work with ECP-16.
I haven't used ECP-16 for a LONG time, so I can't remember much about it.
