There may be ways to lock files, and obstruct use of the trash icon, but
your best bet is frequent backups and close monitoring . . .  

Oh yeah, avoid "cute" trash can icons - just makes it worse. You could, on
the other hand, edit the icon to be somewhat less tempting. If the thing
can be made to look like a mushroom cloud, surely it can be turned into an
innocuous looking folder or whatever, making it less of an attractive
nuisance.  Also, sneak an "empty trash" sound into the system that is very
loud and very obnoxious, so the perpetrator can be caught and embarrassed
on the spot, though that'll be too late for the particular files that got
flushed.  ;-)
