I think so, yes, for much of their primary markets' software base
(education and games). The compatibility was via software emulation,
with help from compatible video hardware. It's mentioned in passing in
the first couple of sections here:

I wasn't party to the BBC/6502 -> Archimedes/ARM transition. Just an
unusual Apple IIGS -> Archimedes/ARM transition. This came from work
porting software from the BBC to the Apple II (developing with Merlin
16 on the GS) and one title from the BBC to the Archimedes.
