50/50, depending on how you hold your mouth, the cologne you are
wearing, and the current phase of the moon...

I've hot plugged before (thinking the power was off) and fried
disk II controllers, a motherboard...

I've hot plugged a parallel cable into a PC before, fried the entire
motherboard (no beep codes came out of it after that, even after
replacing CPU and RAM)

The question is WHY would you do it?  if you don't know you're
not supposed to?  If all of a sudden you need some critical hardware
in the system, and you can't wait for extremely long boot times
(IE 5 to 20 seconds?)
