CiderPress needs to determine both the disk format and the sector
ordering.  One of the strategies is to walk through the catalog track
and see if the sectors appear in the proper order.  If they don't, the
ordering is probably wrong.  If there aren't enough catalog sectors to
make a determination, it gives up.

If you enable the "allow override of disk format" feature in the
disk image preferences, and manually specify the format, it should work
with a valid VTOC and one catalog sector.  Otherwise you need a valid
VTOC and three catalog sectors.
