Actually, what he's thinking of is Disk2FDI:

With the right hardware you can read 3.5" and 5.25" Apple II disks on
a PC.  The output is a ".fdi" image file.  The latest version of
CiderPress can extract data from these, but does not create them (you
have to do that from DOS).
