It's not likely to be a serial card of any sort, since the 6522 is a
parallel interface. It does have a shift register inside for serial
operation, but I've never heard much good about that feature and nobody
would pick the device merely for serial interface.
If there's nothing on the board besides the 6522 and tiny bits of TTL
to interface it to the bus, then whatever it was originally intended for,
it's a parallel board.
