The one thing that was not mentioned in your troubleshooting
method or Ed's was checking for shrinkage of solder connections
of the CPU socket on the underside of the motherboard. I had a
Rom1 with similar difficulties that was remedied by removing
all the solder joints at the CPU socket and carefully resoldering
them. I believe, IIRC, the main culprits were CLK() and GND.
