If I remember correctly HFSLink and A2FX will let you access HFS volumes

An IntBasic Apple II would be a particular challenge since even ProDOS
isn't supported there.  I wonder if it would be possible to have DOS
3.3 on a CD?

That's a widely held misconception. An integer basic Apple II can use
ProDOS and ProDOS applications that don't make use of AppleSoft. I've
used a 3.5" drive with an > II and run Copy II Plus, I think it was
version 8. I may have been using a TransWarp accelerator at the time.
Having an accelerator or 65C02 allows the use of a number of programs
that you couldn't otherwise run with the stock 6502.
