Yes, they are public statements, however, they are copyrighted.

That all depends...if you quote a whole message verbatim, that is a copyright
violation. If you just quote a few specific parts of a message, than can be
considered fair use.
But all in all, the accepted practice is to ask permission before using
someone's posting. This is what Ryan Suenaga does with The Lamp.
Although he acquired blanket permissions from a lot of people I imagine.
