He probably had a disk notcher. They were somewhat common back in the day.
(I think I still have one or two of them kicking around somewhere...)
You could also half-ass the job with a one-hole punch (making a mostly round
hole) or scissors (making a wedge-shaped notch), but a disk notcher made a
squared-off notch that was most likely to work the first time.
