There are a number of very special situations where in the past copyright
infringments have been tolerated, notably in educational institutions. From
my understanding these issues are dealt with in national law. I can only
speak for "my" country where every owner of a copy machine or buyer of blank
video tapes has to pay a tax for something as weird (but likely) as
expected/assumed copyright infringment. Even in the case where the owner has
proof he/she will not duplicate protected work. YMMV.
